Planning for Bicyclists and Pedestrians
(Adapted from PennDOT’s Transportation and Land Use Toolkit)
Walking is the most basic form of transportation. Virtually everyone can be considered a pedestrian, including those in wheelchairs and other users of mobility-assistance devices. Even most auto and transit trips begin or end with a walking trip. Bicycling is not only for recreation: for many it serves as basic transportation. Bicycling is cheap and provides mobility for people who may not have a driver’s license or access to public transit. Bicycle and pedestrian modes of transportation are important components of the Mon Valley’s multi-modal transportation system, and are especially relevant to more built-up areas.
