State Route 51 Improvements
State Route 51 is a major arterial road connecting mid-Mon Valley communities to Pittsburgh via the South Hills. State Route 51 is the most direct path from downtown Pittsburgh to Clairton, Elizabeth and the built section of the Mon/Fayette Expressway (MFE). The Mon Valley Economic Development Strategy recommended that Route 51 be improved between Lebanon Church Road and West Elizabeth, focusing on its connection to existing and proposed segments of the MFE. The Citizens’ Plan focused on Route 51 as a connector to Pittsburgh, recommending that it be substantially upgraded between the Liberty Tunnels and Large, PA by widening the road in places, adding grade-separated interchanges and creating parallel service roads.

State Route 51 improvements in Elizabeth around Roberts Hollow Road, resurfacing in Jefferson Hills, and replacement of the bridges over Lewis Run Road and Clairton Boulevard, are scheduled on the Southwestern Pennsylvania Commission’s 2009-2012 Transportation Improvement Program (TIP).
To promote State Route 51 improvements, communities should build local interest in the project and collaboratively pursue funding to study the concept in greater detail. Work with the Allegheny County Economic Development and contact SPC Commissioners for Allegheny County.
