Proposed New Urban Boulevards

The Citizens’ Plan urban boulevard recommendations involve building new connections and upgrading roads to the following standards: four-lane divided roadways, left-turn lanes at intersections, upgraded traffic signals, refurbished sidewalks, regulated curb cuts and street lighting. Much of the proposed urban boulevard road network parallels the proposed Mon/Fayette Expressway, including a new river crossing in Duquesne and improved extra-regional connections to brownfield sites and major highways, providing an efficient, modern alternative to a toll road. The Mon Valley Commission Report called for a new connector road on an alignment similar to the West Mifflin to Monroeville section described in The Citizens’ Plan.

Most proposed new urban boulevards are not currently listed on the Southwestern Pennsylvania Commission’s Transportation Improvement Program (TIP), and are not scheduled for implementation. Repairs to the Thomson Run Bridge in Monroeville and the Tri-Boro Expressway in East Pittsburgh are scheduled on the Southwestern Pennsylvania Commission’s 2009-2012 Transportation Improvement Program (TIP).

To promote the development of the Clairton, Duquesne and/or Century III Connectors, contiguous communities should build local interest in the project and collaboratively pursue funding to study the concept in greater detail. Work with Allegheny County Economic Development and contact SPC Commissioners for Allegheny County.
